Instead of making a promise, Ill wish them well. Hope you are having a great Wednesday or Hope your week has been an awesome one are a couple examples. Occasionally, Ill mention that I plan on visiting their blogs, Facebook pages, etc.
Ill provide value by thoroughly responding the thoughts/questions in the comment. If the comment talked about ten different things, obviously I wont be able to touch on all of them. But if a question is asked, Ill answer it. If a few points are shared, Ill talk about them a little.

 Instead of complimenting (like I would if writing a comment on someones blog), I will thank the person for commenting. Though, if its a really good comment Im responding to, Ill make a point to say so. Thats a great question or What an original comment are a couple examples I might use.
Ill greet the commenter by name. Notice how I greeted you at the beginning of my comment?
